Message	use a hole saw that has a long bit in the middle (so the saw doesn't move around) and run it backwards to cut through the vinyl first. Once you have cut through that, you can put the drill in forward and cut through the hard panel. This keeps the vinyl from trying to wrap around the saw, leaving nothing but a clean cut. I've done this a few times and it never fails me.
