Message	and new MS manifolds. Ash intake or equivalent. I've seen older intercoolers (Stillen) reworked to fit larger intake pipes. Used oem turbo' s with low miles are possible. 740's and modified fuel rails. Then another $500 in a E85 fuel kit from Greg and Seb. With a SZ tune, you could be close to your goal
