To be honest, I have no idea. If I had to guess, I would say that its there to limit the velocity of the gas around the plug. The more boost you run, the higher the chance of blowing out the plug. The raised lip may be there to give you a sort of "pre-chamber" design that helps gets a stable flame going before allowing it to travel to the entire cylinder, helping prevent blowout in high pressure cylinders. Thats just a guess though, as I don't have that much knowledge about combustion chamber design.
