| cutoff shield to allow more light on the right hand side of the road, it does nothing to curb the amount of light the cutoff already allowed on the left hand side of the road. So while it is possible to reverse the pattern, the light cutoff on the left hand side (the light "blinding" on coming traffic) is not affected at all. We would need to actually ADD material in addition to cutting in order to actually do this right. It is bleed-light that blinds people and not the light directed at the road.
