If I could pick up a new wheel for $100 (completely fabricated guesstimation) and inspection of the turbo showed it was otherwise good then I'd really have no reason to spend the extra 3 bills. However, the other thing the OP has to consider is that he does not know the history at all. The turbos could have been run hard and had a ton of hot shut downs in addition to the debris that made its way through the turbo. A new CHRA would certainly eliminate any doubt, or at least give you a decent piece of mind
