Dampeners are always going to be heavier than a billet aluminum pulley so add in inertial losses as well with the dampening units. Dampening units are also larger in diameter on the pulley faces so there is additional parasitic losses due to driving the accessories. These losses are rather small but the main question is if they are necessary at all. FWIW, I've spun my motor in the 10KRPM range a couple of times without issue with the UR pulley.
