The ATI dampener's utility is not dependent on horsepower. The pulley dampens harmonic vibration at high engine speed to prevent engine failure. I don't know at what RPM the dampener becomes "necessary" but anything over 7,000RPM would be in the ballpark. When it becomes "worth it" is really dependent on your budget and what you intend to use the car for. For most people, a conventional aluminum pulley is just fine and contributes to engine response and power.
