That spring pressure works under pressure differential, it means if the filter is clogged and generates pressure, the filter is bypassed. It's nowhere close to 60psi and has nothing to do with oil pressure seen on the gauge.

In fact I have a sandwich adapter that has a 20psi spring valve and I never see 20psi. My cold start pressure is about 100psi, idle at about 35psi, cruise at 35psi + 10psi every 1000rpm.
