repercussions if not replaced? Not really.. but Dirt, salt, grime etc will enter on the inner tie rod joint and possibly cause a rust/binding issue if it got super super bad... but ive never seen that. Its there to protect the inner joint though. Id replace that side inner, and outer tie rod and put a new boot on it. or just remove the outer.. slide the boot on and secure, reinstall.. then youll need a wheel alignment.
