As a practical matter, if you show up with a car with a lien at the border, they (US Border Services) will tell you that the quickest thing to do is to resolve the lien and come back with a clear title. (They are not the least bit interested in stepping into the lien dispute and verifying the authenticity of any supposed approval document. It is much easier to deny the export and make it the "exporter's" problem to clear the lien). So as I said earlier, the US lien from 2001 had to have been resolved prior to export.
