Message	IIRC, There are slots in that bracket that interface with protrusions from the top of the bumper facing toward the engine. There are some grommets that fit into the front bracket on the panel --sometimes those are missing and may be a cause of it being loose. As far as the "huge" bracket you are speaking of, it did appear on the airbag cars, but there are many folks running without it, seemingly without issue. Is it a safety risk? Prob have to ask the Nissan engineers.
