Message	The new 2013 laws are posted on dmv.ca.gov, there is nothing there that says that. If your vehicle is registerd in california already and it is on a Non Op, go pay your registration and go smog where you like. Also your Non Op has only been a year so your still in the system. Last I heard, if it's been on Non Op for 4+ years, you may have to do more paperwork as your car might not be in there system anymore. Would hate for you to do all that work and part it out then come to find out you did that on a lie.
