Message decrease cooling. Faster fluid flow through a radiator/heat exchanger almost always increases cooling efficiency.

My guess is the restrictor is there to be a very crude thermostat. At cold temperatures, flow through the restrictor might be non existant, preventing the oil from being too cold/viscous. As oil temp increases, viscosity drops, increasing flow through the cooler.
