Message than the temperature of the air passing over it, then it will act as some degree of a heatsink. That being said, you also have two gasket layers (insulation) between the heads and plenum, so I'd be surprised if the engine depends on it in any way for cooling. The engineers probably ignored any cooling it would provide during the thermal design.
