Yes, your wastegate pre-load was too loose and caused you to fall short of the power output your turbos could offer at full tilt on race fuel. The OP is making 600 at the wheels on a pair of turbos designed to offer 600 Motor HP. He is getting all he should safely expect out of them. He does not have a pre-load problem and should not use a stiffer spring. The boost falling from 26PSI to 22PSI at the top in normal for running that high of boost with that size turbo. He should NOT force the turbo with stiffer wastegates, he maxed out the safe power for those turbos. 530 turbos would fall off even more. stock turbos would drop even more than 530's.
