As Z1nnZ32 posted above, the problem is due to the brackets pushing the center section of the diffuser lower than it should.

If you want to make the center section sit higher, you can drill another hole on the diffuser tabs that connect to the bracket in order to attach the brackets to this new holes that will be lower and will make the center section sit higher. Fixing this should also solve your problem of not getting the bottom lip over the edge of the license plate border.

For example, in this picture you can see that the brackets sit lower on the tab of the diffuser:

Contrary to this picture, where you can see the bent on the brackets being exposed over the tab, because of them attached higher on the tabs.

Also, you can bent the brackets a little to go even higher.
