Message compliant sidewall design than others. Ultimately there are a lot of additional factors in the suspension that can make one car with 17" wheels ride as rough or worse than another car on 18" wheels.

Obviously if you have solid this and solid that throughout the suspension then you are going to notice the difference between 18 and 17 even more, but it might not mean 17" wont still be hard-riding.

very subjective as everyone has their personal tolerances which often times change over time

only way for you to know for sure is to take the plunge and go with what you really want, then undo it if you cant live with the change
