If a compression test gives you low numbers, then you do a leakdown test to figure out if it is the intake valves, exhaust valves or rings.

From what it sounds like, your rings are the issue. How have you been driving and breaking in the engine? I would never recommend babying it. I would recommend getting up to high RPMs, and then letting go of the throttle and just letting the RPMs fall under vacuum. That helps seat the rings.
