Message to each "tube" would indeed yield equal flow. The issue is that the inlet plenum (high pressure side of the IC) won't have uniform pressure.

It's a double edged sword in some instances. Increasing pressure drop across the IC will promote more uniform distribution of flow, at the expense of manifold pressure. Decrease pressure drop across the IC to increase manifold pressure and you can wind up making any flow maldistributions worse.
