I live in a HIGHLY deed restricted neighborhood. My HOA specifies not only the house/trim color, but the store(s) from which the approved paints can be purchased. One choice for mailboxes, and approved list of landscaping plants and garage doors can only be open when actually entering and exiting. To protect property values, the OP's community has obviously taken a very inflexible position. The problem, I'm sure, is not with the OP and how he maintained his property. What the municipality is trying to avoid is yards with cars up on blocks, etc. It's easier to prohibit the activity entirely than to try define what level of activity crosses their line. Apparently routine procedures such as oil changes and brakes are fine. Things beyond that are not. I would not not want to see (nor will I) cars up on jack stands with engines/transmissions being pulled out and rebuilt in my neighborhood.. If you can do it in the confines of your garage where it can't be seen from the street...fine. If not, it doesn't belong in a residential neighborhood.
