I thought that the flutter sound was normal in a highly boosted car. Thinking about it this way: -Boost tubes pressurized. -Throttle plate closes, sending signal to recirc/BOV to release all pressure above manifold pressure. -Recirc opens quickly, sending a low pressure wave out along the boost hoses -like in a tuned exhaust this low pressure wave will return to the recirc which "could" cause the valve to close suddenly. -this repeats very rapidly, causing the flutter sound. Bear in mind that this was my way of explaining the flutter sound before I had a full grasp of how everything works.
