The first light comes on when you trip a beam (pre stage) which kind of lets you know you are close to lining up. 2nd set comes on when you roll a little further while the first set stays lit (staged). This is what 99% of people do when racing IF you roll a little more you will turn off the pre stage lights BUT still keep the 2nd lights (staged) on. The idea is you are closer to the finish so should be faster. The problem is if you dont react right (react to fast) you will red light or disqualify yourself, where as normal staging can be more forgiving.
