Obviously the driver and tuning has a lot to do with the lag... But you can't compare your little integra to a big single turbo supra which doesnt make full boost until 6-6.5k rpms. If you can keep the car in that 6-7k rpm range the whole race - then fine but it's not that easy. Consider a scenario like a hairpin turn, you're not going to shift into 1st so coming out of the turn in 2nd gear you're going to have a few seconds of lag with a powerband like that... which adds up.
