| I would also suggest a brake upgrade - at least the fronts. This will be a noticable improvment. As far as the engine I would do the ECU upgrade, Cat back exhaust and a Selin intake. Do the dual setup since ther is really no downside to this and the switch makes it usable even with an ECU that is programmed for a single POP setup. The boost controller is nice but not absolutely necessary right at the start. Radiator, injectors and bigger intercoolers are probably needed more when you are ready to upgrade the turbos. With stock turbos running at a reasonable boost level you should be OK. If you want to add a lighter flywheel then as others have said do this when you are ready to upgrade your clutch. I personnaly went to an aluminum flywheel and then went back to something heavier just for better overall drivability. The light flywheels build revs quicker but they also drop revs quicker - i.e. between shifts. Tune-up, yes of course. make sure you don't have any boost leaks and that everything else is in good working order and set properly. Suspension - again make sure everything is in good working order. Worn out shocks / bushing will make your suspension feel like crap but you don't necessarily need to upgrade so much as just replace the worn components. That's my 2 cents and I'm sticking to it.
