When I got my car under-body re-coated (new rust prevention coating, don't know exact word), they used pressure washer with hot water. This way they got under-body completely clean in no time. Hot water softens/melts existing coating and pressure helps to move it away. Coating doesn't even have to be falling or flaking off. But the secret in this is the hot water. The whole under-body re-coating took 3 days. 1st day was cleaning, dis-assembly of plastic panels etc and drying, 2nd day was for new coating (including inside all doors and those nasty structures inside body), and 3rd day was for curing and reassembly of underside plastics etc. I have some pictures of cleaned under-body at home, maybe I'll post them later today.
