Message	I think you should be able to reattach the spinning bolt with some creative grinding/cutting and a tack weld or two. Assuming that there is a nut up there spinning freely, I would notch out the hole just a little bit and then take a cheap long bolt of the same size and thread pitch and get it loosely threaded and use that to hold it in place while you apply a tack weld in each of the two notches. see here for expertly photoshop'd diagram
