Legacy of my time as an aircraft mechanic. We had tons of black closed-cell foam around that we cut to size for the drawers and then sunk the tools into. For the tools that could handle it, we heated them up in a toaster oven and pressed them into the foam so they melted their shape. you have to pull the tool out and let it cool once you get it positioned or it will continue digging in. For tools with rubber/plastic/grease that we couldn't heat up, we'd just trace the tool with an exacto and dig the foam out. You end up with a very organized drawer that does not get jostled. It also points out when you are missing a tool. It is very inefficient with drawerspace though.
