torquing that if it turns at all it would jam against the bottom of the hole which would cause stress points and in some engines it might cause cracks into water passages. Backing them off a half turn provides a little clearance and ensures the stresses are only on the threaded areas as designed for the original bolts which would of course never bottom out.
