measure. The people who make exhaust components buy raw material as "tube" or "pipe". Tubing is nominally measured on it's outside diameter, and piping on the inside diameter. Different materials are available in different sizes, depending on the manufacturer of the tube or pipe. In other words, nominal names, like "2-1/2" don't tell the whole story of the size of the exhaust component, which depends on whether it starts as tubing or pipe, and what the wall thickness is. A buyer has to dig deeper to find out what you are actually getting. This does not make the sellers dishonest, they are just using the nominal "name" of the tube or pipe, (but I do have to say here that there is no "2-1/2" tube or pipe that has a 2.4" o.d.) You can google "tube" or "pipe" sizes to see all the possibilities.
