strip it down to the bare frame, repaint it, rebuild the motor, new brakes, suspension, built transmission, new everything, custom interior etc etc, and for all intents and purposes it is a brand new car that may run better and makes more power than most others. However, if it had been stolen and recovered prior to this, and the vehicle was considered 'salvaged' guess what? its still a salvage vehicle. Would most people prefer to buy a non salvage-title car? probably. but if an opportunity presents itself, and its not written off because it was hit by a semi tractor trailer, then there's nothing wrong with it being on the road.
