Sure, it may be annoying to those people who have lengthy commutes but it would also help to promote the use and development of mass transit infrastructure and the implementation of high-speed-rail corridors serviced by light-rail and buses.
I could see it long term being a huge push in the right direction for states with sprawl issues like Florida and California, who otherwise are unmotivated to adapt new and more readily sustainable transit infrastructures outside of road building...oh wait we'd (Floridians) be well on our way to having a high-speed-rail corridor along I-4 if it were not for a certain governor.
