Message The MAF doesn't only detect velocity, the idea is it detects the total quantity of air. The "hotwire" does a great job at this because it DOES give a different reading for hot or cold air.
But the reason is hot and cold air has different densities--cold air is denser (ie there's more air per given amount of space). Because it's denser, it cools the hotwire more, giving the ECU an accurate reading of the amount of air coming in.
To answer your example: No, the voltages won't be the same, because the amount of air won't be the same.
The same can be said about altitude--a higher altitude might have less air, but the MAF's hotwire will only cool so much due to the lower amount of air, so it will still accurately read the incoming air.
This is one of the things that made EFI so much better for consumer vehicles over carburetion.
