Message the flowrate is dependent on RPM. Restrictions in the oiling system would just add load to the crankshaft.

For the same reason if you shut off the outlet to a positive displacement pump and have enough power running it the downstream pressure will increase until something breaks.

Are these bypass holes you mention within the pump bleeding pressure to the upstream side?
