Message fuel. This is because without the car running the CAS shaft isn't turning. If it's not turning the CAS isn't going to produce pulses needed to activate the injectors.

Your question made me want to test things so I also did this. I maxed out the TPS voltage (I also have a TPS connected to the ECU) and tried with and without the Closed Throttle Position Switch (TPS idle switch, ECU pins 57 and 54) in the closed position and there is no change. Everything still functions as in the video (if you turn the CAS shaft). The injectors still function when the CAS shaft turns if the key is in the ON position. Also, the results are the same whether you have a 90-94 or a 95 EFI harness.
