both are aluminum, with the exception of the endtanks on the stock rad which I think are stamped steel. Beyond that, how well they cool will be a function of charge face, core volume, and fin density. It wouldn't take a genius to design a better rad, just make it bigger. The only reason I can see why someone may have said that to you is that some people like to run underpowered e-fans with no ducting which could cause a presumably better than stock rad to perform worse than stock. for your second Q I'm sure many people run the stock rad with mildly upgraded Z's but when you significantly up the boost you do anything you can to fight detonation, and keeping your motor running cooler will help. plus they are pretty cheap compared to most mods. If you don't want to spend the cash though you could always give your stock rad a nice boost with improved ducting, like boxing in the charge face to the hole in your fascia.
