You may need to find a drifting club (i'm sure that will be hard), but many sheriff depts have driving courses that include a skid pad. They may let car groups use it if they don't abuse it. The sherrif in OKC let the Z club in OKC use their course/skidpad, along with a handful of other groups. In fact it was typically booked up every weekend between the enthusiast groups and other government agencies.
