The stock TB02/22 turbos have actuators set to 6psi... and I was boosting 17psi with my boost controller (never tried to go higher), which is nearly thrice the wastegate preset. Other people have done more than 17psi, as well. If the EBC runs 100% duty cycle, there is little reason a turbo can't reach or at least get very close to its maximum possible boost level, which is determine by wheel velocity and turbo size. (Based on my understanding of how wastegates and boost controllers work.)
