| By definition, victim fits. His bad luck was of his own making, in this instance, not so much a "victim of circumstance" as you stated above. Also: "He did nothing wrong to have any suspicion in the first place." That's what I have a problem with more than calling him a victim. He was breaking the law by driving with a suspended license. Yes it sucks to be him right now, but he is responsible for his choices. If he gets punished for not driving without a license it seems fair. If he does not then I would argue that it was not. The police are not at fault here, both of the drivers are.
