Message	I asked my friend about this (he's a cop) He says they don't have "quotas", but they are "heavily encouraged" to give out a certain amount of tickets per month. They even get incentives if they give out more tickets, like commission. Apparently, some small municipalities depend on the revenue from traffic tickets, and actually have it in their budget.
