Message I have a shop in Minnesota, & part of what I do is part out cars & sell the parts. I have bought more than 100 cars from towing companies, that have impounded cars that the owners didn't pick up. Some I bought to part out, & others to fix/clean up & sell. In Minnesota, if the owner hasn't picked it up within 45 days, the tow lot legally owns the car. You can take the proper impound paperwork to the DMV, & that's all you need to get a clean, clear title. If that is also true in your state, pay a towing company a few bucks to impound your Z on paper, & in 45 days, you can take that paperwork in & get title. I have had them do that 3 or 4 times for me, for cars that were not actually impounded cars, & it worked perfect. Plus the 40 or 50 cars that I actually bought from them, that I didn't part out, that I needed titles for. Never one single title problem, & they always came back clean, unless there was previous salvage history. The only kicker, is that they have to send a certified letter to the registered owner. And he can claim the car within 45 days, if he pays towing & impound fees (at roughly $150 for the towing bill, + $25 a day storage fees). So only do this is you know that the registered owner is not going to do that. I would assume the guy you're buying it from is, or knows the registered owner? Just a suggestion, that has worked for me in the past, that was cheap, & relatively easy.
