Message comparision to stock or to each other?

My hks are the single port, base is set right around 13.5 and I have had them hold 100% of what my turbo's can push, which was a little above 24psi.

As far as Garrett, I have never known them to make an adjustable, but as the factory unit, it does exactly what it is supposed to.

The reason for new actuators, is to hold more boost, and as LJ said, while doing it safetly. The difference between Forge and Hks is exactly that, who holds more boost (which I believe the Forge does).
