I assume you are ordering >50 to fit in a 20ft container ?
You could also look into airfreight ,I remember when they shipped the front bumpers they used wooden crates .
Maybe if this time they could pack them in reinforced carton boxes it would be possible to send a small qty with airfreight ?In my case I pay +/- $.65 per pound for airfreight from Miami,Fl to Aruba .From Peru to GA,USA it should be about that price.
Assuming a rear bumper weighs 30 pounds packed it would only cost $19.50 to ship .Of course excluding the custom/agent fees etc . and also you'd get more sales if the price of the typeII was like the type I :-)
