You can't insure a turd for $50K because you're paying the premiums. 23K miles may not affect the payout, but it may help them to accept you as a client because they know that you're not trying to pull a fast one on them. They want to insure cars worth the value you are trying to insure them for. If you're going to shine up a 140K mile car, it's still a 140K mile car and you cannot insure it with someone like Grundy for $30K. It's not going to happen.
