A locksmith can eyeball them. If the last one is broken off, I don't see how it's working on your door lock, unless it's still in the door holding the last pin up, but if not he could still cut you a key. He'd cut the 3 teeth he could see and leave the last at full height. If that didn't work, take it down a notch, etc. Worst case scenario it takes 3 tries to know.
