Subject	plastic flap in front of air filter needed?

Message	Can anyone tell me if the flap in front of the air filter (Jwt pop) serves any other purpose besides protecting from water? The reason I ask is that it seems like it could actually block or reduce air flow. And if that's the case I want to remove it. Thanks.
