It is an over driven gear, so why wouldn't you consider that the top of the top end (maximum speed)? If you hit 7K RPM in 4th at 1:1, you'll be going X MPH. If you hit 7K in 5th which is 0.752:1, you'll be going faster than X. Sure, it's not really usable on a track of any kind, but if you had 20 straight miles, you could go faster in 5th than in 4th.
