They usually come blank meaning you need to drill all the holes, just make the holes big enough to allow some movement so things will line up properly and be ready to take it off and put it on a few times before it fits perfect. Also the openings where the turn signals sit the plastic is most likely going to be too thick for the front of the turn signal to slide over. I used a router tip on my dermel and carefully shaved it to the right thickness. For painting, it will need to be sanded to get rid of all the mold release, and be sure to add flex agent to the primer and paint.
