some questions. Now that you own it, he can be honest with you. How long has it been the way it is (@7psi)? When was the build done? Who put it together? How many miles have been put on it since? You will need to know all of that anyway. I'd check with a compressor to see at what psi the wastegate arm moves. I would also check for massive boost leaks.
