They don't set an upper limit cap. It's pretty impressive what some fully paralyzed people can gain back in a year or two after an accident with proper therapy. I'm still 100% confident that he will gain full control back eventually with this much progress already happening in 1.5 months, and I hope I'm right cause no one deserves this. Good luck Anthony!
