I use a small flashlight and a small screwdriver to adjust my shocks. It's kind of tricky because the hole is so small. Locating where to drill the hole was also tricky. I put some wood dowel in the shock end. The dowel diameter just fit snuggly into the top of the shock. The dowel was cut off so the panel would just clear the dowel. Then I put a layer of clay on the back of the panel and the dowel marked the clay with where to drill. I got little plastic plugs from the hardware store.
